As such, it was argu ed, the subsidies were compar- able to the grants made under the GI Bill of Rights which also went directly to the student, thereby circumventing the church-state question. Evidently, the proponents of the bill made their point. The expected opposition to the bill on the church-state grounds petered out.
The question was raised in a public hearing, but failed to "become the. important issue in the Senate Higher Education committee discussion of the bill. But if members of the Senate committee failed to question the bill on the constitutional issue, they did question it on other and unexpected grounds. They questioned the need for the bill, which would" cost the state a total of $6 million over the next biennium. The money, would be used to provide tuition subsid ies of up to $100 a semester for students in colleges a g-itifc more than $100 a semester.
The amount of each grant would be dependent on the net state taxable income of the student's family. Those with a net taxable income of up to $2,000, for example, would be entitled to the maximum subsidy of $100 per semester, applicable to tuition over and above $100 a semester. Those with incomes ranging big from $2,000 to $3,600 would be entitled to $75 a semester and those in the $3,600 to $7,200 income range would get $50 a se mester. No subsidies would be available to anyone with a family income above $7,200. It is anticipated that most of the students benefitting under the bill would receive the maximum grant of $100 a semester.

CoHrane, -special assistant to the governor, and charged with lining up "Support for the bill, estimated 77 per cent of North Carolina families paying state taxes fall into the class of having a net taxable income under 2,000. It would seem as if this statis- tic. alone, would be convincing proof of the need for subsidizing students, but not all the senators seemed to think so. Sen.
Gordon Hanes of Forsyrh Mid h. had no doubt there were nwdv students in colleees but he questioned the necessity of a bill to provide aid' for an esti mated 17,500 students. "Certainly, we want to help anyone who needs it," Hanes said "but we do not. on the other hand, want to aid those students who can make it on their own. The same ebjection is likely to come up in the Appropriations committee, which will be the next to consider the bill.
It may also be pointed out in the Appropria tion subcommittee. which has closed its meeting to the press, that the bill may wind up costing the state considerable more than the $6 million contemplated for the next biennium. Coltrane said, under question, that be thought it might be hav- k.MM a 1 i 111 A tn vtloft 111; friuiiK a iitwc pnei on aiding over 17.500 students or a total of $3 million a year, and that the fund might run short unless private foundations made up the Hanes was one of several who also questioned whether state aid to private colleges, even through tuition subsidies, might vot lend to a certain amount of state con trol in private schools. He sug gested that, if the state were to provide aid for students in pri vate colleges, it might be better for all concerned if the funds came from an independent founda tion or student incentives. Hanes proposed that the state, as well as private persons and Dusmeases, might contribute to such a foundation.
The objections raised by Hanes and others did not kill the bill in committee, but they did cut into the initial support for it The final vote for the bill was 94, and only after Committee Chairman Robert Lee umber of Pitt broke an tie by his favorable vote.
